The Capital Improvement Project will be funded through a combination of Certificates of Obligation (85.8%) and University Health System cash reserves and interest earnings (14.27%).
The Certificates of Obligation are funded by a new debt service tax rate of which one-third of the rate is funded by operational efficiencies achieved by the Health System. The efficiencies allowed the Health System to transfer part of the Maintenance and Operations (M&O) tax rate to support debt service for the Capital Improvement Project.
